To strategic insiders, Norway's military faced top-heaviness as base closures loomed. Representing a General on a high-profile panel with the future Defence Chief and the Defence Committee Chairman, I took a bold stance.
When my turn came, I supported the base reduction strategy but highlighted a critical gap: The need to similarly streamline leadership structures. Drawing on my experience as a top strategist and now the Chief of Exercise and Training, I proposed transforming "Headquarters Defence Command Norway" into the "Integrated Strategic Leadership" - a concept that received overwhelming support from officers, soldiers, and politicians alike. The implementation balanced traditional military expertise with political oversight, achieving a healthier ratio between operational forces and headquarters staff. The architectural design mirrored this philosophy, blending historical brick buildings with modern glass and steel to create an inspiring collaborative environment. This headquarters continues to facilitate military-political cooperation, though maintaining the proper balance of influence remains an ongoing challenge inviting in a reassessment.
